Landlords found to have abused the own-use measure should be banned from property ownership for rental purposes, as they cannot be trusted. In cases of fraudulent renovictions, landlords should forfeit their properties to the province at fair market value, which could then be used for affordable housing. The province should conduct routine inspections of units involved in renovictions for a few years. Currently, fines for bad-faith renovictions are low, indicating that tenants are likely being forced out at a higher rate than reported. Tenants deserve better protection and resources.
